Abstract

Law No. 17 Year 2008 on the Shipping, the general rule stated that the safety and security of shipping is a fulfillment of state requirements regarding the safety and security of transportation in the waters, ports, and maritime environments. In order to improve the safety of navigation and security in the Indonesian sea should be made a marine safety assessment benchmarks. In determining benchmarks marine safety assessment, the basic theory is used to consider the factors that affect the determination of the benchmarks, such as: socio-cultural aspects, economic aspects, security aspects and legal aspects, both national and international law related to the research performed. Ship accident used as one measure of the success of the safety of shipping, with indications that more and more of an accident the ship, the number of levels of damage and loss of life and property, the worse the performance of the safety of navigational sea. Based on the methods used and the results of the evaluation and analysis of a shipwreck at sea then compiled benchmarks marine safety assessment. …
