The geographical condition of Indonesia which consists of an archipelago that is separated by sea, it has implications for the increasingly important role of the port as a node in the transport network. On the other hand, with the implementation of the program marine toll in Indonesian sea becomes a very important part in national existence and became a unifying symbol of the nation, but the efforts are needed to realize the dimensions of priority programs and contribute to the flow of cargo and passengers. To achieve this, there are several aspects related to marine connectivity desperately needs revamping, one of them is the improvement of infrastructure and the revitalization of the port . In this study conducted at 12 uncommercial ports and then performed an analysis of the potential of undeveloped ports that can be used as a potential port development in the framework of the improvement of infrastructure and the revitalization of the port in order to contribute to the smooth flow of cargo and passengers. Results from the studies undertaken is to produce criteria on the port that has not been attempted to be developed with due regard to geographical factors, the performance of ports, port facilities and other factors related to port development criteria.
