Abstract
Absorption of PNPM funds in 2009 PNPM funds absorption amounted to 14.57 % , while in the following year was 14.77 % and in 2011 by 8.9 % while the 55 questionnaires there are 69 % who do not know about PNPM and 31 % who knew about PNPM . Judging from the scores of the 32 variable attributes that filled in the questionnaire there are 20 variables that showed the value of less ( 2 ) . But when viewed from the total value of the weakness in communication , it is indicated by the value of the score 8. Weaknesses in the communication structure resulting in a system of socialization PNPM inhibited indicator is that society as a Target PNPM still many who do not know ( 69 % ) of PNPM . This has an impact on the low budget absorption on average by 19.08 % . While the total value of the weighting factor of the power ( Strengths ) of 48.65 while weakness ( Weakness ) at 51.35 so the difference is -2.7 . Then the weighting factor value opportunities ( Opportunities) of 58.5 and threats ( Threat ) of 41.5 so the difference is 17 opportunities and threats . The value of the organization position lies in quadrant III ( last ) with coordinates -2.7 and 17 . with the pattern of development that includes aspects of quality and quantity , law , information systems and the potential of the region .
